You will serve as a COMMUNITY PLANNER in the OPERATIONS BUSINESS LINE of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will develop short-, mid-, and long-range facility master plans to determine the allocation of current and future resources. You will identify and solve problems of a procedural or factual nature regarding use of technical data. You will write reports providing recommendations for facilities sustainment programs based on performed research and studies. You will research and prepare studies to submit recommendations and reports for facilities sustainment programs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing operational and functional guidance in all facility planning issues for the organization's installation, to include reviewing policies, plans and processes to ensure that mission requirements are being sustained and enhanced; 2) Providing advice with higher authority on policy development/updates; 3) Reviewing the agency field office programs in community planning for technical and program effectiveness; and 4) Leads planning teams to develop long, mid and short range land use/infrastructure planning, infrastructure management and basing strategies. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Bachelor's degree in community planning or related field such as urban affairs, architecture, landscape, architecture, engineering, sociology, geography, economics, political science, or public administration. You must also have at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least one year of work experience in community planning acquired under the supervision and guidance of a community planner.

Or

Have a combination of education and experience with courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
