The primary purpose of this position is: To serve as the assistant civilian resource advisor and liaison for the 552d Air Control Wing maintaining an accountability of comprehensive manpower requirements, personnel vacancies/authorizations, civilian manpower requirements, and data management of personnel assigned to the 552d Air Control Wing.
Duties
Serves as project facilitator, conducting organizational and process related manning studies and accountability, recruitment activities, and position management requirements in support of E-3/E-7 and ground radar Battle Management Command and Control (BMC2) weapon systems.
Reviews and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, to improve organizational efficiencies.
Provides complex management support services for organization(s) whose operations are interrelated.
Advises commanders, supervisors, and managers on civilian personnel procedures and issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience is defined as analyzing management information requirements to develop program and administrative requirements to include planning, organizing, managing productivity and maintaining accountability of manpower requirements and data management.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of personnel programs, data systems, and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, military organizational design, and position classification.
2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
3. Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
5. Skill in conducting interviews with employees, supervisors, and management officials across the wing to obtain information about organizational missions, functions, and work procedures.
6. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
WORK ENVIRONMENT:
Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
