This position is located in the Veterans Health Administration, Medical Center, Salisbury, North Carolina. The incumbent serves as the Secretary to Service Chief of Physical Medicine and Rehabilitation Service with the responsibility of providing or obtaining a variety of administrative support services essential to the operation of the organization.

Duties

MAJOR DUTIES Prepares a wide variety of recurring and nonrecurring correspondence, reports, and other documents and reviews and finalizes documents prepared by others which may include medical and technical terminology; Composes and signs correspondence of a nontechnical nature in the Supervisor's name or in own name as Secretary; Consolidates and finalizes information from files and documents for various reports in accordance with established procedures; Proofreads and edits correspondence and documents for correct grammar, spelling, capitalization, punctuation, and format; Reviews and process incoming and outgoing correspondence, materials, publication, regulations, and directives; Screens incoming mail to identify what needs to be brought to the attention of the Supervisor, referred appropriate staff, rerouted to other organizations/offices, or handled personally; Receives telephone calls, greets visitors, and ascertains the nature of the calls or visits; Personally answers substantive nontechnical requests for information; Locates and selects appropriate references and procedures for application to specific questions; Maintains Supervisor's calendar, coordinates meeting arrangements, and schedules meetings and conferences; Schedules appointments and meetings without prior approval in accordance with Supervisor's policies and priorities, and coordinates with the Supervisor if necessary; Establishes, updates, and maintains office procedures and records of various types that may be needed or will assist in the efficient operation of the office; Serves as liaison between Supervisor and subordinate units Provides advice and guidance to subordinate organization's staff and clerical personnel on administrative, clerical and procedural requirements and instructions, and assists in solving problems to which existing guidelines can be applied; Makes travel arrangements, such as scheduling transportation, making reservations, and preparing travel orders and vouchers, based on general travel intentions, known preferences of traveler, and in accordance with appropriate travel regulations; Uses varied and advanced functions of word processing software to create, format, modify, edit, and print a variety of letter, reports, memos, and other textual documents; Serves as the service line timekeeper; Performs other directly related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing clerical and administrative assistance to the organization; receives telephone calls and greets visitors within the office setting; creates and maintains administrative files and records. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two (2) years (60 semester hours). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. May require some walking, standing, bending, climbing stairs, and carrying and/or lifting of light items such as papers and books.
