This position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), VA Medical Center (MC), Salisbury, North Carolina, in the Associate Director for Patient Care Services (ADPCS)/Nurse Executives (NE) Office.
Duties
Duties include but not limited to:
Receives telephone calls and greets visitors to the office
Uses judgement and initiative to screen or refer as appropriate
Screens callers/visitors by ascertaining name, affiliation, and purpose of call/visit
Obtains needed background information before referring calls to supervisor, and uses independent judgement in referring, initiating, or disposing of inquiries and requests
Arranges for personal interviews and receives applicants reporting for interviews
Acts as liaison to other managers and staff within and outside the organization and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement the supervisor's policies, directives, and instructions
Receives and processes all correspondence and documents transmitted through the Executive office for review, approval, and signature, establishing controls on certain items (to include Medical Advisory Opinions and Board of Veteran Appeal Claims, performance appraisals, and awards
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience GS-08: You must have one year of specialized experience equivalent to at least the next lower grade GS-07, for a GS-08. Examples of specialized experience would typically include but are not limited to: Knowledge of the substantive programs of the Medical Center as they relate to the clerical and administrative support functions of clinical services and programs to perform independently assembling information to be used for reports or responses to inquiries, composing correspondence not requiring technical knowledge, and to independently note and follow up on action items made in meetings by staff members. Knowledge of the duties, priorities, commitments, and program goals of the ADPCS's office in order to advise administrative support staff on preparing correspondence, identifying requirements of various reports, and interpreting new instructions and procedures. Knowledge of grammar, spelling, punctuation, and required formats, and skill in advising and instructing clerical personnel in subordinate staff activities concerning the preparation of correspondence, office procedures, and interpreting new instructions and procedures.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06, for a GS-07. Examples of specialized experience would typically include but are not limited to: Knowledge of Medical Terminology. Knowledge of grammar, spelling, punctuation, and required formats, and skill in advising and instructing clerical personnel in subordinate staff activities concerning the preparation of correspondence, office procedures, and interpreting new instructions and procedures. Familiarity with outside accrediting agencies.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
