About the Position: Serves as Chief, Manpower Requirements Determination and Contract Man-Year Equivalent (CME) Accounting Branch, within the IMCOM Directorate of Resource Management, Manpower and Force Analysis Division located at Fort Sam Houston, TX.
Duties
Directs command-wide administrative activities through the allocation and distribution of manpower spaces, determination of supervisory/leader and other organizational structure issues.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Ensures that information provided to the regions and garrisons are accurate and consistent; to coordinate the work with personnel; conduct briefings and perform fact-finding for projects or study requirements.
Determines alternatives when data is not currently available and make recommendations for resolving conflicts due to competition for manpower resources, differences in program effectiveness or inefficient processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position is Supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform Supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes collecting, analyzing and approving sources of data and analytical information; develops statistical and narrative data to justify any changes and recommendations; prepares and presents findings, options, and recommendations. Experience with Planning, Programming, Budgeting and Execution systems (PPBES) program. Experience with directing command-wide administrative activities through the allocation and distribution of manpower spaces, determination of supervisory/leader and other organizational structure issues; mission and functions, and alignment of workload. Implements plans needed to accomplish immediate and long-range manpower and resource management goals and objectives (including manpower/resource management mission support issues/requirements of major subordinate commands and field organizations command-wide).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????13).
