Duties

Summary The primary purpose of this position is to serve as the North American Aerospace Defense Command (NORAD) Current Operations Division (J33) Operations Support Specialist, responsible for analysis and workflow prioritization and distribution for the Current Operations Division, program management, executive leadership support, and to serve as the N/J33 point of contact for Aerospace Warning and Aerospace Control missions assigned in the NORAD Agreement. Duties Serves as NORAD Current Operations Division Military Support Analyst. Serves as the Division's program manager for all administrative, personnel, and support programs and initiatives within the NORAD Current Operations Division. Reviews policies, procedures, and organizational design for the staff, and makes recommendations improvements affecting mission accomplishment and process improvements. Prepares correspondence, writes and maintains publications, provides direction, counsel and oversight of Division personnel producing a variety of staff correspondence and directives.

Qualifications

This position is subject to uncommon tours of duty, shift work, and/or may be "on call" after normal duty hours, which may include evenings, weekends or holidays. Position is subject to short- or no-notice recall to duty during exercises, crises, or contingencies YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of partner combatant commands, U.S. and Canadian military Services, interagency mission partners, Reserve forces, DoD, POTUS/VPOTUS support, U.S. Secret Service, DoD Intelligence organizations, USNORTHCOM, and a host of other partner organizations and agencies. Thorough knowledge of current military law, Joint doctrine, Joint plans, policies, and practices, as well as a comprehensive understanding of U.S. and Canadian governmental treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, security requirements and arrangements and other pertinent laws, doctrine, policies, and procedures. Knowledge of NORAD command and control (C2) operations, C2 of deploying forces and forces supporting aerospace warning, aerospace control and maritime warning missions, geographical areas of responsibility as it pertains to the geographical Commands, and combat operations at both the operational and strategic levels of war. Practical and professional knowledge of a wide range of all Services' military technical methods, principles, and practices. Substantial knowledge of NORAD computer systems and the communications pathways by which data is transmitted. Thorough knowledge of DoD, NORAD&USNORTHCOM, and interagency security policies and procedures. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to react in a high stress environment to intense Aerospace Warning, Aerospace Control and Maritime Warning national and bi-national events and situations, make sound judgments, formulate recommendations that may have major national/bi-national impact/consequences and transmit those recommendations clearly and concisely to the highest command authorities. 2. Knowledge of military law and doctrine; Joint policies and procedures; DoD, U.S. and Canadian Services and Joint organizational structures, national intelligence organizations, state and federal organizations, other pertinent interagency organizations, and mission partners such as NORAD, U.S. Secret Service, FAA, TSA, DHS, USBP, etc. 3. Ability to effectively manage and organize various administrative, personnel and other support programs, activities, and tasks, singularly and together, and familiarity with administrative requirements at the Command level. Ability to assemble, compose, coordinate, and track information for routine reports, inquiries, and related correspondence. Ability to plan, organize work, and meet deadlines. 4. Knowledge of military strategic and tactical concepts, principles, processes in all domains -air, sea, space, cyber, and land. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of program projects. 5. Knowledge gained through experience and/or technical schooling in Aerospace Warning, Aerospace Control, and Maritime Warning missions, processes, and procedures. This includes all applicable C2, IT/computer systems, and the pathways by which that data/information is transmitted, received, disseminated, processed, and acted upon. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Skill in training in assessing physical security systems effectiveness and reliability. Knowledge of Joint/Combined Staff, U.S. and Canadian Services, partner Combatant Command, and U.S. and Canadian governmental interagency processes and issues relating to organization operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
