This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Office of Operations and Management. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Management and Program Analyst, your major duties and responsibilities include:
Analyzing organizational programs and priorities to identify weaknesses, document conclusions and making recommendations for resolution of program areas that will substantially increase management effectiveness, efficiently utilize resources, and improve systems and procedures.
Providing advice to management and staff on contracting and procurement policies and issues, including drafting and/or reviewing all contract proposals and agreements to ensure accurate budgetary, human capital, and administrative arrangements.
Providing consultation and analysis on fiscal management and budget, including analyzing fiscal impact and costs of resources needed.
Performing comprehensive Human Resources functions, including workforce planning and analysis.
Providing comprehensive leadership and management of administrative services that include core areas such as financial and budget management, procurement and contracting, human resources, analysis of management and program functions.

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
1. Providing direction and leadership to federal programs and staff, which perform administrative and management work in areas such as budget process, human capital management, and travel to ensure compliance with federal legislation, regulations, policies, Executive Orders, etc.
OR
2. Conducting quantitative and qualitative analyses of a wide range of federal administrative and management functions and providing new or revised processes and procedures that increase the efficiency, effectiveness, and productivity of a federal organization's operations
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
CONTRACTING/PROCUREMENT - Knowledge of various types of contracts, techniques or requirements (for example, FAR) for contracting or procurement, and contract negotiation and administration.
FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation and execution.
HUMAN RESOURCES MANAGEMENT - Understands and applies knowledge of Federal and/or private sector Human Resources laws, rules and regulations.
ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
