This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Infrastructure Support Group, Logistics Directorate. The primary purpose of this position is to serve as a senior Supply Management Specialist responsible for managing the inventory assets utilizing DeCA's Defense Property Accountability System (DPAS) for the Agency, which include commissaries, central distribution centers (CDCs), Area Offices, and the Central Meat Processing Plant (CMPP).
Duties
Serves as a principal supply management specialist performing the most difficult and complex assignments supporting DeCA's operating supply and service programs.
Manages data within the centralized DPAS database to ensure equipment accountability, both quantitative and fiscal are met.
Implements programs to collect information on various equipment items in order to evaluate methods of maintaining inventory control and respond accordingly to budgetary requirements and acquisition planning programs.
Ensures auditable equipment records are maintained in DeCA's equipment database.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 2003 and additional requirements by the announcement closing date. Your resume must clearly show that you have one specialized experience at the GS-11 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector.
Examples of specialized experience include:
Extensive knowledge of the Agency's operating procedures, the DPAS, supply management procedures, general business theories, procedures and practices, as well as accounting methods, policies and procedures.
Overall knowledge and understanding of the various supply programs and commodity management systems.
Understanding of the supply process, how to navigate the supply system, budgeting cycles for equipment and requisition understanding.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Time after competitive appointment.
