The incumbent is responsible for managing all facets of equipment accountability operations for all DeCA commissaries, zones, areas, the Field Operating Activities (FOAs), and the Headquarters (HQ). Develops and recommends equipment accountability operating procedures for the Agency.
Duties
Plans and directs the management, supervision and operation of all procedures for equipment accountability within the Agency.
Plans, supervises, and coordinates the overall functional program responsibilities and mission related activities of the Property Accountability Division.
Reviews, analyzes, interprets, and defines Department of Defense (DOD) and DeCA policies and develops appropriate implementation methods.
Implements DeCA policies by providing authoritative technical and functional assistance to HQ, FOAs, regions, zones, and stores.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 2003 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience at the GS-12 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector.
Examples of specialized experience include:
Creating plans and programs for the establishment of a quantitative and monetary database for equipment management.
Maintaining inventory control operations to respond to budgeting requirements and acquisition plans programs.
Reviews, revises and updates operational instructions concerning the accounting and reporting for lost, damaged, or destroyed property.
Responsible for managing all facets of equipment accountability operations.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-13: You must have 52 weeks of Federal service at or equivalent to GS-12.
