This position is located in the Logistics Directorate, U.S. Distribution, Equipment, Property and Recycling Division. The incumbent serves as technical specialist and advisor to the Chief, U.S. Distribution, Equipment, Property and Recycling Division concerning all aspects of store operations and ensuring compliance with Headquarters (HQ) Defense Commissary Agency (DeCA) policies and procedures.

Duties

Provides technical guidance to the HQ DeCA staff, Areas and Individual Commissary stores on all phases of Recycling, Disposal, Solid Waste, Food Waste Diversion and Donation Programs for the commissary store operations. Responsible for oversight related to ensuring the recycling and disposal initiatives are met. Provides technical guidance to store operations to increase efficiency and effectiveness throughout the commissary. Develops and assist with implementing methods to improve efficiency of operations as they relate to life cycles of products purchased and used throughout the commissary operations. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify. When using education to meet qualifications you must submit transcripts. See Required Documents for more information. Experience: One (1) year of specialized experience equivalent to the GS-07 (or equivalent) grade level. Examples of specialized experience include: Understand recycling, solid waste, disposal, and diversion. Experience in food diversion and donation. Analyze reports generated from the Waste Management System (WMS). Apply quantitative and qualitative methods to identify issues from WMS reports. OR Education: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree. OR Combination of experience and education: To calculate the combination, divide your total months of experience by 12, then divide your semester hours by 60 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Physical requirements: Although the work is typically completed in a sedentary environment, the position does lean itself to traveling to complete inspections of the distribution centers and the commissary stores. The work of this position requires some physical exertion such as standing, walking over rough or uneven surfaces, and working in environments that require lifting of boxes and materials throughout the agency. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Time after competitive appointment. Work environment: Work is mostly performed in an office environment. However, there are sustained periods that will expose the incumbent to dust, dirt, heat and cold associated with semi-perishable and perishable warehouse facilities to include commissary and CDC's. The incumbent will also have to be prepared to withstand weather conditions encountered during the performance of assigned duties. Education

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Transcripts. Required when using education to meet qualifications or when education is required.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course by course listing.
