The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), SALISBURY VA Health Care System (SVAHCS), Physical Medicine & Rehabilitation Service (PM&RS).
Duties
Major Duties:
Transforms data collection into useful analyzed, trended, and relevant information to be used in the improvement of performance process for implementation of best practices, assist the Associate Chief of Staff (ACOS), Assistant ACOS and Administrative Officer in special projects, and serves as computer user and Automatic Data Processing Application Coordinator (ADPAC) backup for the Department.
Perform a broad-spectrum of operations to support tasks necessary for smooth and efficient functioning of the Physical Medicine & Rehabilitation service line.
Responsible for creating an electronic library of all software, coding, processes, and
operational results for all software utilized in PM&RS.
Builds databases through excel to support use of email for timely scheduling communications that meet scheduling directive.
Provides support to measure and expedite communication in the Amputation, Traumatic Brain Injury (TBI), and Spinal Cord Injury and Disorders (SCID) systems of care to minimize delays in care due to inadequate communication.
Produces graphs, charts, tables, presentations, storyboards, and composes correspondence that may include statistical data and analyses.
Performs a wide range of work such as the collection, input, compilation, research and/or tracking of data and statistical information, compiling complex data/reports and analysis of trends in support all clinical programs in PM&RS (e.g., OT, PT, RT, KT, Rehab Med, Chiropractor, Acupuncture, and Massage Therapy).
Tracks achievement on performance measures, goals, and objectives; receives and processes documents and reports in accordance with established procedures; uses software applications to draw information from a wide variety of sources in order to prepare reports; retrieves a variety of computerized data, establishes protocols for incoming data; organizes and maintains equipment data; and assists in the planning, review, reporting, and presentation of data/statistical results of program studies.
Tracks and trends issues related to program effectiveness and implementation; utilizes statistical data to compile monthly workload reports as requested for all program staff; participates in performance improvement activities related to the program quality improvement process and offers advice to program staff.
Monitor encounters using CTM+ (Consult Tracking Management and patients using the Appointment Management Function in VISTA for all PM&RS clinics; this function may
be performed daily or at the request of the Service Chief or Administrative Officer.
Serves as a liaison between Administrative Officer, the various programs under the AO's supervision, other functional areas in the outpatient clinic(s) and individuals outside the facility by providing accurate information concerning procedures and reports necessary to implement VA and local policies. Acts as intermediary between the Associate Chief of Staff/Administrative Officer and the staff, keeping a smooth flow of essential information to and from the office. When giving information to the staff, uses own judgment in determining when additional information that is normally confidential should be divulged. Provides support to measure and expedite communication in the Amputation, Traumatic Brain Injury (TBI), and Spinal Cord Injury and Disorders (SCID) systems of care to minimize delays in care due to inadequate communication. Monitors time and percentage of completion weekly to advise the Chief of PM&RS on compliance with regulations and requirements of the local steering committee.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: practices and procedures of data collection, validation, analysis of trends, preparation of complex and sensitive reports, statistical reports, operational plans, proposals, surveys and program evaluations, and preparation of quarterly reports. Ability to track and follow-up with corrective actions and program improvement in order to make recommendations to resolve discrepancies based on interpretation of applicable regulations and procedures. Skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook Access, and VHA databases to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products.

Physical Requirements: Work is primarily sedentary. Work will involve some walking between various offices as well as standing, bending, and lifting of objects (at least 20 lbs.) Duties include a significant amount of work that will require viewing large amounts of information on a computer screen, and involve a
considerable volume of typing.
