The Asset Forfeiture Management Staff (AFMS) is responsible for the administrative management functions of the Department of Justice's Asset Forfeiture Program (AFP), including: managing the Assets Forfeiture Fund; managing and supporting the Consolidated Asset Tracking System (CATS) database; supporting contracts; reviewing and auditing financial controls; reporting on legislative policy; and overseeing the budgeting and execution of the Asset Forfeiture Fund to further law enforcement efforts.

The duties and responsibilities of this position generally include, but are not limited to, the following: Identifies and resolves complex accounting transactions. Reviews, processes, and records accounting transactions. Analyzes accounting procedures for the Asset Forfeiture Program and participating agencies using accepted accounting principles, theories, techniques, and methodologies. Holds discussions with operating employees and managers to gather information and analyze the details of work processes and procedures requiring changes to meet minimum compliance standards. Manages a variety of internal review activities to ensure accuracy and validity in processes and policies. Administers and conducts the day-to-day operation and maintenance of financial accounts which are the basis for the preparation of key statements used to prepare the agency's audited financial statements. Analyzes and reconciles a variety of integrated accounts within an entire accounting system, such as general administration accounts, general legal activities accounts, non-standard specialized accounts, and industrial accounts.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications

To qualify for the position of Accountant at (GS-0510-7/9/11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you're applying to. Basic Requirement for All Grades (GS-07, GS-09, GS-11, and GS-12): A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, this can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualifications listed below: For the GS-07 Specialized Experience: For the GS-07, you must have one year of specialized experience equivalent to at least the GS-05 grade level in the Federal Service. Specialized experience is defined as: Performing accounting analysis or reconciliations to validate the integrity of data; AND Assisting senior staff members with accounting or financial management assignments. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree in a curriculum that is qualifying for this position. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on my official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. For the GS-09 Specialized Experience: For the GS-09, you must have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal Service. Specialized experience is defined as: Performing accounting analysis or reconciliations to validate the integrity of data; Advising staff on accounting or financial management policies or procedures; AND Making recommendations to improve internal controls in accounting processes or policies or resolve audit findings. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-11 Specialized Experience: For the GS-11, you must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service. Specialized experience is defined as: Applying accounting theories, concepts, principles, or standards to the financial activities of an organization; Reconciling administrative or specialized accounts to validate the integrity of accounting data; AND Analyzing accounting systems in order to modify or adapt accounting practices to solve accounting problems. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12 Specialized Experience: For the GS-12, you must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience is defined as: Gathering financial data from various sources related to a specific financial issue; Translating results of analyses into usable reporting for management or technical personnel; AND Researching accounting policies or laws to resolve issues. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 11/27/2023.
