About the Position: Serves as a Management Analyst in the Manpower and Force Analysis Division (MFAD) of Deputy Chief of Staff for Resource Management (DCSRM). Responsible for manpower management, personnel, and manpower utilization. Recommends the deletion or substitution of personnel actions as appropriate for acceptable mission accomplishment. Performs manpower utilization studies for organizations within Defense Language Institute Foreign Language Center Resource Management (DLIFLC).
Duties
Serves as Agreements Manager reporting to the Chief, MFAD and is responsible for managing myriad agreements related to DLIFLC’s mission and functions.
Provides authoring, reviewing, assessing, and evaluating a wide variety of agreements and initiatives that support DLIFLC in its mission to partner with Government and non-Governmental agencies.
Recommends redistribution and improved utilization of manpower resources in response to changes in assigned mission and workload for direct labor production areas.
Interview supervisors and operational personnel and researches records, reports, regulations, and other pertinent sources to recommend actions to resolve manpower or management problems or improve operational efficiency.
Prepares and presents detailed briefings of overall study findings and recommendations to supervisor, directors and/or Defense Language Institute Foreign Language Center Resource Management command group.
Provides staff assistance and guidance to chiefs of Manpower and Force Analysis, RM Director and/or Command Group, and staff officers in serviced activities.
Represents the organization at conferences, seminars, and meetings involving discussions and subsequent guidance about decisions and changes in manpower management, requirements, allocations, TDA documentation, and manpower utilization.
Prepare formal presentations of statistical data and provides management staff with data for historical purposes and report preparation.
Presents briefings regarding assigned projects within the scope of manpower management to staff, higher headquarters, or new functional managers.
Develops, prepares, reviews, revises, and maintains currency of personnel on the Working TDA and of the Tables of Distribution and Allowances (TDA).

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes performing analytical work to ensure Table of Distribution and Allowances (TDA) structure is in accordance with sound organizational concepts and that manpower resources needed are accomplished for mission success; assist with preparing justifications and forwards changes, corrections, and revisions to the Table of Distribution and Allowances (TDA) through appropriate channels to approving official; conduct manpower and management studies; prepare and route Recruit for Personnel Action (RPA); experience reviewing, assessing and evaluating a wide variety of support agreements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Business Administration, Finance, Accounting. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
