This position is located at the VA Greater Los Angeles Healthcare System (VAGLAHCS) in the Mental Health Service. The primary purpose of this positions is to lead the program support assistants established to align the various program support assistant functions with supporting the Mental Health Service Line in a cohesive manner. The Lead Program Support Assistant will provide detailed program management and administrative support for the assigned Divisional Team under the Mental Health Service.

Duties

Responsible for overall administrative support and performs technical services for the MH Division. Manage the daily operational functions of the Mental Health Division. The incumbent is the main administrative contact for the MH Division. The incumbent has strong research and communication skills to provide clear and accurate direction to MH Division Chief regarding various regulatory, procedural and/or operational problems. Review submitted documents and action plans and ensures that these plans reflect current medical center policy and philosophy. Resolve issues independently based on policy and when to consult with the subject matter experts (SMEs) within the MH Division to reach a resolution Oversee special audits and important communications. Conduct executive review of correspondence in assigned Sections within the MH Division requiring concurrence and or signature of the MH Division Chief or other top management/agency officials and makes corrections as needed. Compose letters and prepares replies to inquiries as well as obtaining data information for recurring and non-recurring statistical reports, obtains and submits technical data for various reports to entities within the VHA system (e.g., GLA Executive Correspondence, VISN 22, etc.), reviews correspondence and reports for completeness, prepares public presentations, and develops standard or form letters. Establish protocols for incoming data and creates internal databases, organizes written and computerized data, and retrieves data. The incumbent will also coordinate the relationships between the multiple Sections within the Division to ensure collaboration and mutual transition between levels of care. Will lead other program support assistants and will assist in distributing the workload among employees in accordance with established workflow set out by the MH Chief. The Lead will maintain the status and progress of the work of the team and make adjustments as necessary in accordance with established SOP's and obtaining assistance from the supervisor on problems that may arise that cannot be solved at the Team Leader level. The incumbent will plan and organize the logistics of ongoing in-service trainings for programs within the MH Division. Work Schedule: Monday Thru Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-07 You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of specialized and complex subject matter as it relates to mental health policies, procedures, continuum of care and performance measures. Has a broad working knowledge of quality assurance practices as they relate to Mental Health at GLA and understands the significance of the performance measure(s) that pertain to the program . The incumbent understands and complies with patient confidentiality and Health Insurance Portability & Accountability Act (HIPAA), and is knowledgeable about pertinent rules, regulations, and policies of Mental Health and GLA. Maintains records of work accomplishments and time expended and prepare production reports as requested (must be in resume). You will be rated on the following Competencies for this position: Administration and ManagementLeadershipPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent performs work primarily sitting down, although position requires standing, stooping, walking, lifting 5 lbs. and bending when examining work areas and equipment and when preparing in-service trainings and pre-event activities. The work may also require some degree of minimal physical effort when obtaining/transporting/storing medical and administrative supplies and equipment. Operation of a computer and other office machines is necessary. Work Environment: Typically performs work in an adequately lighted and climate-controlled office requiring normal safety precautions against everyday risks or discomforts. Assignments will require occasional daily walking trips to the MH Sections within the MH Division served.
