Duties

You will serve as a liaison between the Contracting Officer's Representative, the Contractor, and the Contracting Officer. You will oversee the contractor's Quality Management System program, pre-proposal performance assessment tasks, post-award performance assessment and performance of contract administration support functions. You will analyze contractor's work to identify and recommend corrective action to avoid possible issues (e.g., delays, claims, inefficient performance). You will prepare a report of each assessment conducted on the Performance Assessment Worksheet (PAW), recording in detail the site assessed, the time, observations of the work in progress.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level I. Certification is required within 24 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assessing contractor performance on facility support contracts to validate services to meet contract specifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Having successfully completed a Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

having obtained an LL.B. or J.D., if related to the position being filled.

OR

Equivalent combination of experience and education. The total percentages must equal at least 100 percent.
