The primary purpose of this position is to serve as the first level supervisor providing planning, directing, organizing and exercising control over nonsupervisory employees in organization.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Serves as the senior civilian business advisor supporting development of cost/pricing methodologies.
Ensures organizational objectives and contract execution align with AF/DOD doctrine and fulfill program objectives.
Represents the organization with a variety of installation and functional area organizations.

- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The selectee must achieve the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Have successfully completed: a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit a copy of your transcripts.
OR
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) in an Executive Department on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before 30 September 2000; OR, 3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DOD as an 1102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience is experience in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Individuals in this position will serve as the supervisor and a Contracting Officer. Plans work to be accomplished by subordinates (contract specialist), sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates (contract specialist) based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters. Serves as the business advisor in the organization with unlimited warrant authority. Directs, reviews, provides oversight and may sign contract actions associated with a wide variety of complex acquisitions. Researches and determines or recommends appropriate action or interpretation of contract issues which impact the organization, installation, command or agency.
This includes the design, development, procurement, operation, and maintenance of F-35 aircraft, F135 engines, and associated equipment to support the U.S. Air Force, U.S. Navy, U.S. Marine Corps, international partner nations, and multiple Foreign Military Sales customers. It may also include acquisition of knowledge-based services, information technology supplies and services, consulting support, and other requirements related to program office operations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of contracting methods, contract types, and incentives to plan and effectively carry out preaward and/or postaward contracting actions for long term, major programs/procurements.
2. Knowledge of contracting law, executive orders, and federal and agency regulations sufficient to perform complex, unprecedented contractual actions.
3. Knowledge of instructional methods and procedures.
4. Skill in applying contract price/cost analyses techniques to a variety of complex preaward and/or postaward procurement actions for long term, major agency programs/procurements.
5. Skill in negotiation techniques sufficient to conduct negotiations and to meet and deal with high level business, industry, and government officials.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
