About the Position: Serves as a Program Analyst with responsibility for tracking, analyzing, evaluating, and presenting information on the execution of training by a large contract workforce (more than 200 contractors) at the Mission Training Complex (MTC) Large Hub site and four geographically separated Spoke sites. ???????***Note: Duty location will be Camp Bullis, which is located approximately 30 miles north of Fort Sam Houston.

Duties

Responsible for planning and coordinating resources and budgets in support of an annual budget. Plan and conduct surveys of moderate to large scope on effectiveness of training operations. Serve as the Contracting Officers Representative (COR) for the Mission Training Complex contract. Review and interpret new and established directives regarding contracts, resources, and training. Monitor status of contractor performance and perform in-depth Quality Assurance (QA) program reviews and analysis to verify satisfactory performance on the contract. Advise the MTC Director or Deputy of deficiencies; prepare summary reports of project progress and recommend modification of project plans. Evaluate current year resource requirements to develop future year resource requirements and expenditures.

  • This position has a requirement to lift up to 25 lbs. in the regular performance of duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 40% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

Specialized Experience: One year of specialized experience which includes: managing resources in support of training operations; utilizing automated systems to assist in recourse planning; tracking, analyzing, evaluating, and presenting information on the execution of training; serving as a Contracting Officers Representative (COR) performing duties such as monitoring the status of contractor performance, reviewing contracts, work directives, and making recommendations to leadership on contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
