About the Position: This position is located at Joint Base San Antonio, Fort Sam Houston, Texas with the Defense Health Agency. This is a Direct Hire Solicitation. Salary negotiation may be available for those new to Federal service. Serves as a Project Manager for selected small and medium scale automation projects assigned by the designated Chief within Engineering Design and Deployment (EDD) Branch, Infrastructure and Operations Division.

Duties

Performs the full range of program management activities starting from Concept and Exploration, and continues through development, production, and completion of initial fielding of the system/equipment items, and life cycle management and support. Identifies expertise needed for and recommends agency employees and contractors to work on a project team of professional and technical specialists typically consisting of system engineers, other matrix support specialists, and contractor support. Conducts a continuous study of the schedule and performance requirements as they compare to cost as an independent variable. Develops a project acquisition strategy from project initiation through the development, production, testing and fielding phases. Periodically reports project status and provides status briefings on assigned projects to senior Defense Health Agency (DHA) leaders.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• One year trial/probationary period may be required.
• This position is not to exceed 5 years.

Basic Requirements for the IT SPECIALIST (SYSANALYSIS), GS-2210-12: Specialized Experience: One year of specialized experience which includes assisting with the identification of IT equipment and personnel for automation projects, making recommendations for alternative acquisition strategies, and preparing all necessary project documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
