About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with the Assistant Secretary of the Army, Acquisition, Logistics, and Technology (ASA (ALT)) Management Support in Arlington, VA.
Duties
Serves as Security Manager, Office of the Assistant Secretary of the Army, Acquisition, Logistics, and Technology (ASA (ALT)).
Manages the information, personnel, force protection, industrial security, and intelligence programs both at the Collateral and Sensitive Compartmental Information (SCI) level.
Responsible for all matters involving preparation and implementation of the ASA (ALT) personnel, physical, COMSEC, OPSEC, and SCI Security Programs.
Inspects procedures and develops changes to formulate a comprehensive security program that safeguards information, property, personnel, operations, and materials in critical research and development program areas.
Communicates effectively with all levels of personnel, especially senior level personnel (SES, General Officers, and HQE’s), orally and in writing.
Responsible to ASA (ALT) for establishment, maintenance, and oversight of agency's program for proper classification, regarding, review, and declassification of classified defense information and materials received or generated by ASA (ALT).
Responsible for management of a personnel security program within ASA (ALT).
Reviews regulations originated by higher authority concerning a variety of protective methods, systems, or other security areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
- Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information SCI.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience developing intelligence-related security programs that include information security (INFOSEC) and personnel security (PERSEC) and one or more of the following: industrial security, intelligence support to force protection, physical security, intelligence oversight, foreign disclosure, and sensitive compartmented information (SCI) security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
