The primary purpose of this position is to serve as an engineering technician, performing design and development of lead activities related to plant equipment reliability, maintenance and asset management.
Duties
Performs design work for new construction, renovations, improvements to facilities and equipment, including utility systems, utilizing a technicians knowledge of electrical engineering.
Participates in the resolution of very difficult corrective, preventive, and predictive maintenance problems on machinery or industrial equipment, which are generally beyond the scope of lower graded electricians and technicians.
Perform other related duties as assigned.
Participates in briefings, meetings, committees, boards, etc. and may be required to represent the Industrial Services Division at conference.
Complies with safety rules and procedures and performs work in manner that enhances the safety of the work environment. (Including, fire, health, safety, environmental, etc.)

Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience idifficult projects, requiring independent action by the technician in executing assignments; work processes studied are characterized as difficult and relatively complete within themselves; facilities and equipment involved while complex within itself, are considered standard. The work problems which face the technician are difficult but not novel or unique. Generally, problems are solved through the application of standard techniques and practices of the occupation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Considerable knowledge of electrical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to devise new ways of accomplishing project objectives.
2. Considerable knowledge of standard accepted industrial engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study.
3. Knowledge of mathematics and statistical analysis techniques.
4. Knowledge of the operations, services, needs, and goals of management and their program(s) and the organizations studied or served, and related customers, functions, resources, and users.
5. Knowledge of electrical and construction maintenance and repair facility work processes and methods.
6. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders.
7. Knowledge of current automation technology and practices and 'the ability to evaluate the effectiveness of its use and provide assistance to others.
8. Ability to communicate effectively, both orally and in writing, and establish and maintain good working relationships.
9. Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions.
10. Ability to read engineering and architectural plans and specifications.
11. Ability to research, analyze, interpret, and apply rules, regulations, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
