This position is located in the Department of Housing and Urban Development, Office of the Chief Information Officer.
Duties
As a/an IT Specialist (PLCYPLN), you will:
Collaborate with investment stakeholders in developing and managing project, activity and performance baselines, in conformance with Departmental policies and project management best practices.
Develop, update, and review policies and procedures related to the CPIC process, and supports OCIO and program staff with their execution.
Evaluate, review, assess, and report on IT business cases, capital asset plans, and budgets, and adheres to the Office of Management and Budget and Departmental policies.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-14: Specialized experience is one year of experience at the GS-13 level or equivalent in other public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
- Experience in IT investment portfolio management, annual budget and forecasting, shared services and cost model deployment; AND
- Experience coordinating multiple high profile IT projects and managing IT projects from initial conception to implementation; AND
- Experience developing and reviewing policies and practices for management, planning, use, and evaluation of network operating systems.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
