You will serve as a Environmental Protection Specialist in the Guam Program Management Office (GPMO), of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will provide technical leadership and management of Environmental Business Line (EVBL) product and services. You will establish priorities and guide staff in the development of policies, methodologies, and operating procedures for accomplishing the mission of the DPRI program for Guam. You will plan and exercise discretionary authority to approve multi-year and long-range requirements, work responsibilities, budgets, resources and staffing requirements. You will manage the development of policies and procedures related to the EVBL and any changes directed in response to higher authority/Command organizational changes. You will develop internal procedures required to implement program and program revisions and follow up to insure consistent interpretation and application of procedural actions by EV PLMs. You will Serves as a Contracting Officer Representative/Project Manager for environmental contracts supporting the DPRI program for Guam. You will prepare statements of work, government estimates, board reports, technical analyses, project schedules, and other documents to execute and administer the contract.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Managing and following the execution of environmental products and services by a specified time; 2) Rendering expert technical recommendations or solutions for environmental issues related to projects; 3) Evaluating process improvement initiatives increasing the productivity or quality of a project; 4) Coordinating with construction managers and on-site project managers on environmental requirements; 5) Managing budget and resourcing requirements; and 6) Communicating effectively through oral and written expressions. ***NOTE: This experience must be fully and clearly supported in your resume.
