The primary purpose of this position is: To exercise first level supervisory and managerial authorities over the 618 Air Operations Center (AOC), Air Refueling (AR) Operations Division (XOOK) planning and execution branches.
Duties
Plans, organizes, and directs the activities of 618 AOC/XOOK personnel, ensuring that the AR Operations Division planning branches and execution cell comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities.
Represents HQ AMC, 18 AF, and 618 AOC with a variety of installation and functional area organizations.
Serves as an AR Subject Matter Expert (SME) for the 618 AOC/CC for all command and DOD directed Coronet, Homeland Defense, POTUS, SecDef, 18 AF Approved Exercises / Service Missions, and other urgent AR missions.
Serves as an organizational representative in the 618 AOC/AR Execution Cell, ensuring all mission planning functions are completed, facilitating the sound execution of all AMC and DOD directed AR missions. Performs AR Execution Cell duties (to include shift work) as directed by senior leadership.
Utilizes various tracking spreadsheets and command automated computer systems developed to streamline the AR planning process.

- TDY (Temporary Duty) may be required. TDY may require the use of regularly scheduled military or commercial transportation.
- Incumbent must be able to work under pressure for varying periods of time, as well as work overtime. May be required to work varying hours and possible rotating shifts.
- During contingency operations and as required by the supervisor shift work will be required.
- Incumbent will be required to work in response to short notice contingency operations.
- Incumbent may be required to be on standby after normal duty hours.
- Will be required to work independently to resolve/provide solutions to a myriad of problems requiring air-refueling expertise.
- Augmentation (shift work) of the AR Execution Cell may be required.
- Augmentation (On-Call Shift work) in the Crisis Response Cell.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Must be able to obtain and maintain a Top Secret Clearance
- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series GS-2150
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of AOC tanker planning with respect to DoD AR operations, concepts, standards, methods, practices, policies, techniques, materials, aircraft, and support equipment. Knowledge of Air Mobility Command's mission. Organizational structure, capabilities, limitations, flight operations, aircrew procedures, Flight Information Publications (FLIP) documents, worldwide route planning procedures, safety and security regulations, practices, and procedures for handling classified information. Knowledge of DoD, COCOM, MAJCOM, and unit level transportation directives, policies, AR information Technology systems, plans, regulations, techniques, functions, systems, limitations, and restrictions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of Air Mobility Command's mission, organizational structure, capabilities, limitations, flight operations, aircrew procedures, Flight Information Publications (FLIP) documents, worldwide route planning procedures, safety and security regulations, practices, and procedures for handling classified information.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationship.
Knowledge of DoD, COCOM, and MAJCOM level, and unit level transportation directives, policies, AR information technology (IT) systems, plans, regulations, techniques, functions, systems, limitations, and restrictions.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate enlisted, officer, and civilian personnel management actions.
Ability to distill priorities from general leadership guidance and establish, manage, tasks across multiple mission areas to effectively cultivate, improve, realize, achieve and enhance senior leadership command and control situational awareness.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
