This position is in the Domestic and International Security (DIS) Division, Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC). DIS provides a wide range of personnel and international security related services, such as life safety, travel, security, and continuity of operations, both in a domestic and international arena. MCC uses a pay banded system to compensate employees. This position is pay band MC-2C which is generally equal to SES/SL pay only.

Duties

DUTIES: As the Managing Director of Domestic and International Security, you will manage the DIS division and serve as a key member of A&F's management team and primary advisor on establishing policy, plans, goals, objectives, and SOPs for strengthening MCC's domestic and international security program(s). As Managing director, you will: Serve as a recognized agency expert on a broad range of domestic and international security, health, travel and safety programs including Continuity of Operations, emergency management and preparedness, and physical and personal security at the national and international level. Serve as the primary liaison with State, USAID, OPM and other partners and stakeholders in the USG and the intelligence community and conduct foreign travel briefings and after action reports. Direct staff engaged in all aspects of developing, implementing and evaluating the programs and processes, and standard operating procedures (SOP) related to these areas daily. Serve as the primary manager in establishing policy, plans, goals, and objectives for strengthening MCC's security, health, and safety programs. Serve as a recognized technical authority, agency expert, and advisor to management officials in matters pertaining to the Corporation's health, safety, security and emergency preparedness programs for headquarters and overseas posts. Advise senior management on methods and remedies to reduce health, safety and security vulnerabilities and risks, and of current and future requirements and plans. Oversee personnel security services including security clearance processing and badging, and travel, ensures compliance with the latest government requirements in this arena. Establish and manage continuity of operations, physical and personnel security programs concerned with methods to safeguard personnel, property, information, disaster and emergency preparedness, physical access control, identification media, national security classified information, communications security, overseas security for employees assigned to post and travelers, and other programs as designated by management. Evaluate the effectiveness of domestic and international security programs for adequacy and weaknesses; and perform special studies, research, and evaluations to develop new policies and techniques for improvements to security program. Develop and issue corporate-wide polices and comprehensive guidance on a variety of health, safety, and facilities issues facing headquarters and field staff. Work closely and collaboratively with the agency Chief Information Security Officer on all cybersecurity matters, supporting the development and conduct of training and briefings, as needed to all staff. Develop performance metrics and conduct comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals, identify areas where operational efficiency can be enhanced, and improve overall performance. Perform administrative and human resource management functions relative to the staff supervised. Ensure continuing affirmative application of MCC policies concerning equal opportunity. Qualifications

To qualify for pay band 2C applicants must meet the following: Qualifying experience for Pay Band 2C includes one year of specialized experience (comparable to the Pay Band 3A or GS-15 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: experience managing a diverse international and domestic safety and security and emergency preparedness program operation (i.e., staff, domestic and international physical and personnel security programs, health, travel and safety programs, continuity of operations, emergency management and preparedness, physical access control, identification media, national security classified information, communications security, overseas security); leading or managing international and domestic health, safety, travel and security programs; and experience providing briefings on issues and topics relating to safety, security and emergency preparedness program operations. (NOTE: This experience MUST be well documented on your resume or application). Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for pay band 2C.
