The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.
These positions are located in the Department of Labor (DOL), Bureau of Labor Statistics (BLS), Office of Field Operations (OFO), Consumer Price Index (CPI).
This position is inside the bargaining unit.
Duties
For GS-0110-11, the major duties are but not limited to the following:
Conducts formal training on data collection strategies and procedures, systems, and survey operations to national and regional staff; develop and implement training assessments to ensure that training meets the needs of the target audience.
Determines data sources and method of presentation, prepares and makes formal presentations to Washington and regional office staff to facilitate communications; advises senior management of the likely impact of program initiatives or technical matters with regard to training.
Develops constructive and cooperative working relationships with internal and external stakeholders; collaborate with senior economists in developing training goals; observes and evaluates the performance of trainees; guides and counsels adjustment problems and special needs; discusses training progress.
Reviews, evaluates and update training techniques, procedures and materials for the assigned survey program training to assure that they meet its effectiveness; use computers, electronic training materials and other equipment to supplement presentations; keeps up with emerging training technologies, provides input into the systems design and applications used in training, and facilitates on-line events to reflect current procedures, methods and technical and operational goals of the survey.
Provides recommendations for improving the tools used by the regions for survey trainings; reviews and standardizes training materials and recommend revisions or changes in scope, format, content, and methods of reproduction and binding; develops alternative training methods if expected improvements are not seen.
Obtains and summarizes feedback from regions and other sources on training materials; prepares answers for routine questions and prepares input for clarifying memoranda and for enhancing the training processes; maintains technical and operational liaison between regional office management and the national project/program offices to ensure timeliness, accuracy, and efficiency of data collection programs and trainings.
Requirements
- Must be at least 16 years old.

Qualifications
BASIC REQUIREMENTS:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
You must meet the Basic Requirements listed above and the Specialized Experience/Education Substitution to qualify for Economist, as described below.
SPECIALIZED EXPERIENCE:
For GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-11 includes:
Measuring organization's training outcomes and needs, developing and conducting training workshops, and providing training for staff to ensure that staff are developing according to program standards.
Using technology and computer applications to analyze and modify training materials and/or to communicate information in the appropriate format.
Communicating with different levels of stakeholders and/or officials within/outside the organization through formal/informal meetings, trainings, and/or presentations in explaining program progress and performance.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
An appropriate combination of specialized experience and graduate level education (beyond 36 semester hours leading to a Ph.D.).
