Duties

Conducts in-depth data analysis related to operational resources and conducts and/or oversees related projects, programs or initiatives. Provides advice and guidance to Command and other staff elements regarding resource-related program areas. Evaluates various performance, statistical, financial, and/or personnel data to determine areas of excess or need; (continued on next line) recommends corrective actions and develops applicable policy and procedures to be used by distribution centers to achieve approved goals or actions. As the resourcing lead for the command, works with subject matter experts from various functional areas, conducting comprehensive studies involving organization or manpower requirements and utilization. Furnishes expert advice, consultation and high-level staff services to Directors, Distribution Center Commanders and other key officials on various aspects, (continued on next line) practices and methods of management (manpower resources, overtime usage, financial execution, etc.), pointing out possible lines of approach, significance of anticipated results, and basis for recommendation. Maintains strong liaison with finance, human resources and distribution centers on matters relating to resource and/or staffing/FTE execution. Monitors outputs from manpower reporting systems in comparison to staffing authorizations and full time equivalents (FTEs).

Qualifications

To qualify for a Management Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Creating, coordinating and/or monitoring resource utilization plans, reports, etc.; - Monitoring and/or performing economic analyses/program evaluation for assigned activities; and - Preparing written and oral reports and making presentations to senior management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
