This position reports directly and provides full support to the Veteran Experience Officer of the Lexington, KY VA Health Care System. The employee collects, organizes data, and submits reports supporting the operation of the Veteran Experience (VE) program.
Duties
The Supervisory Administrative Officer evaluates work performance of subordinates. In this capacity, the incumbent exercises supervisory responsibilities which include:
prioritizing major work efforts towards quality administration;
evaluating the performance of his/her staff;
providing advice, counsel, or instruction;
interviewing candidates for positions, and recommending appointment, promotion or reassignment involving such positions;
hearing and resolving appropriate complaints and grievances;
effective disciplinary measures; and
identifying and providing development and training needs of key staff members.
The mentoring environment must also ensure personal growth for the incumbent. The incumbent deals with general personnel management policy matters affecting the facility, involving such matters as: initiating appropriate personnel actions when indicated; resolving differences between his/her staff members; and identifying and resolving problems which may inhibit accomplishing the facility's patient care mission and objectives.
Additional major duties for the Supervisory Administrative Officer include:
Required to participate/present in meetings, various interdisciplinary committees to address administrative management issues, resolve problems and provide recommendations.
Communicate effectively via both writing and verbal skills and employ a high level of tact and diplomacy to maintain a positive, professional image of the Veteran Experience Office.
Responsible for participating in the direction of administrative support and execution of planning, programming, budgeting, financial accounting, personnel management, computers, phones, space, supplies, working facility issues, safety furniture, access cards, records management, security management, travel, training, space utilization, contracting and procurement, office automation and management information systems development and maintenance, internal review and resource management, including allocation and utilization of manpower requirements.
Assists with the conduct of strategic projects, studies and analyses workforce staffing/utilization, reorganizations, communications, automation, procurement, and management of property.
Provides advice and counsel on a broad range of administrative and operation management support issues, policies, programs, objectives, and plans for the directorate.
Develops, analyzes, evaluates, advises on, or improves the effectiveness and efficiency of work
methods, distribution of work assignments and other similar functions of management.
Utilizes position management to improve the efficiency and productivity of employees.
Consolidates data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability.
Develops and implements new or modified guidelines, work processes and operations to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination.
Analyzes and interprets rules, regulations, directives, correspondence, and related publications
on matters of administration from VEO, VA, and OPM and keeps appraised of significant
changes and developments.
Formulates and recommends new policies and/or revisions of existing policies for the Veterans Experience Office.
Interprets policy, program documents, and regulations, and provides guidance/instruction to the Veterans
Experience Officer and staff to resolve problems and maintain continuity of operations.
Continually reviews the impact of new Veteran Health Administration (VHA) and Office of Patient Advocacy (OPA) directives, regulations, and procedures before implementing within the service.
Recommends changes to administrative policies or initiates supplemental directives and instructions or other guidance to operating elements as necessary to ensure implementation and
compliance.
Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.
Prepares written documents and reports, including drafting responses to written inquiries, proofreads, and edits administrative and technical program documents.
Performs other duties as assigned
Work Schedule: Monday through Friday; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For the GS-9 position you must have served 52 weeks at the GS-7 grade level.
For the GS-11 position you must have served 52 weeks at the GS-9 grade level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience gained coordinating and monitoring the functions of administrative services in a healthcare environment; Provides advice, consultation, and assistance on administrative and management matters; assists with the conduct of strategic projects, studies and analyses workforce staffing/utilization, reorganizations, communications, automation, procurement, and management of property; collecting data from multiple sources, tracking, and preparing reports; Uses Excel, PowerPoint and SharePoint to extract data; composes and formats correspondence for signature, prepares presentations and reports and briefs management on results.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's Degree.
For the GS-11 grade level
