This position is aligned under Patient Care Services at the Lexington VA Health Care System and is assigned to Social Wok Service, under the supervision of the Chief of Social Work Service.

Duties

The worksite is located at the Lexington VA Health Care facility but may require travel to any of the six Community-Based Outpatient Clinics (CBOCs) or other offsite locations. The incumbent serves as Administrative Officer (AO) for Social Work Service, administrative support in the management of hospital and clinical services. Social Work Service is a support service and must be responsive to the needs of the patients and clinicians in the management of patient care. The position functions in a highly affiliated, two-division medical center, and the diverse nature and magnitude of these activities result in duties and responsibilities that are difficult, complex, and highly variable. Major duties will include, but not limited to: Collects data from a variety of sources, compiles statistics, and uses analytical techniques to measure and improve program effectiveness and/or productivity. Conducts a detailed analysis of complex functions and work processes; interprets results and makes recommendations for program change and improvement. Collects data from VSSC reports to monitor utilization, access, MCA Stop code assignment, encounter and workload. Designs and conducts comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance as the actual limits of the project are developed as the study progresses. Analyzes data to determine if excess future appointment slots need to be redistributed or added. Directs and performs the administration of personnel management and administration in relation to varied functions and activities with new and changing requirements. Coordinates and collaborates with the Nursing Recruitment office for creative strategies for recruitment and retention, the completion of hiring actions, and weekly reviews of updates and changes in the HR tracking of current vacancies. Provides overall administrative management for Social Work Service, to include interpreting administrative policies, developing and/or implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork.; advises on and recommends courses of action pertaining to administrative issues. Develops both long and short-range strategic plans for the service through the identification of opportunities for growth, expansion, and improvements in performance and access. Participates in the development of action plans and processes to meet stated goals and takes initiative to identify cost-effective approaches to the resolution of problems. Coordinate and lead Quality Measure initiatives, reports, and training in collaboration with Service Chief, Quality Service team members, Nurse managers, AGPM, Front-line staff, and PSA. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1.) Skills in conducting a detailed analysis of complex functions and work processes; interpreting results and making recommendations for program change and improvement are required. Locate, compile, analyze, and educate the management team on corrective actions needed by clinics for quality improvement strategies via monthly and PRN Quality Assurance meetings. Create and present PowerPoint presentations to the management team, ADPCS, and ancillary Facility Service Chiefs. (2.) Ability to identify and measure the effectiveness, efficiency, and productivity of administrative programs and develop written and oral recommendations for improvement. (3.) Knowledge of a full range of functional areas such as human resources, purchasing, contracting, supply and property management, records management, financial and budget management, and related administrative areas to ensure compliance with established policies, practices, procedures, and controls. (4.) Knowledge of the range of pertinent laws, JCHO and OIG regulations, VA National, VISN, and facility policies and precedents that affects the use of the program and related support resources in the area studied; this includes the areas of personnel management, fiscal accountability, supply, and professional services. (5.) Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions. (6.) Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the agency and the sequence and timing of key program events, milestones, and methods of evaluating the worth of program accomplishments is required. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M.,if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree can be combined with specialized experience.
