The WVPM position leads the overall delivery of care and services for the growing population of Women Veterans, including through program management, strategic planning, advocating for Women Veterans, cultural transformation, policy on Women Veterans, business planning, staff training, environment of care and capital assets, outreach, partnerships with special populations, contracting review, care in the community and collaboration with services (including diagnostic, primary care, mental health and specialty care). The incumbent is an advocate for women and provides leadership in establishing, coordinating and integrating accessible quality health care services from multiple disciplines within the VA Medical Center (VAMC). The facility WVPM includes leadership and administrative elements combined to support activities relative to women's health care in meeting their needs through the collaboration with VAMC staff to design, develop and evaluate program performance and activities to enhance health care delivery. The incumbent reports directly to the Chief of Staff, working closely with the Lead WVPM in the network office and Women's Health Medical Director (WHMD) or Women's Health Clinical Champion (WHCC) to form the foundation of the Women's Health Program. In collaboration with the WHMD/WHCC, the WVPM works to develop clinical leadership for the Women's Health Program, including participation in strategic planning, administration, quality improvement, and educational initiatives.
Principle Duties & Responsibilities / Program Management:
Serves as an advocate on behalf of Women Veterans across Veterans Health Administration (VHA) by working closely with the Veteran Experience Office (Patient Advocate Office) to facilitate problem resolution and Women Veterans satisfaction.
Improves care access and continuity.
Provides oversight of the Women Veterans Program and works closely with the WHMD to form the foundation of the Women's health team at the facility level.
Provides expertise and guidance specific to Women Veterans for facility-wide strategic goals and objectives and executes comprehensive planning for women's health that improves the overall quality of care provided to Women Veterans and achieves program goals and outcomes.
Integrates targeted initiative for coordination of primary care, mental health and gender specific care through collaboration with facility leadership.
Assesses and actively facilitates for preventive care and health promotion.
Medical Center Leadership:
Collaborates with facility leadership on cultural transformation to create a safe, secure and respectful environment for Women Veterans to receive care.
Serves as a consultant for facility leadership across service lines.
Participates on any required or appropriate Medical Center committee, task force, or executive body required by the position or requested by top management to promote the highest quality of health care delivery to Women Veterans.
Maintains knowledge of VHA, network and facility's strategic goals related to the health of Women Veterans.
Collaborates with facility leadership and local contracting staff to review applicable facility contracts related to women's health, including for all Community Based Outpatient Clinics (CBOC), health network providers, diagnostic services, as they are created or revised to ensure they meet the requirements that are consistent with national women's health policy.
Outreach Activities:
Develops and conducts a minimal of three outreach activities for each fiscal year.
Enhances outreach and in-reach activities within VA and non-VA communities.
Conducts outreach activities at the local level to increase awareness of Women Veterans' health services offered in VHA.
Continuing Education & Training:
Develops and conducts education programs for Women Health providers and staff.
Collaborates with the Education Department and/or Designated Learning Officer to identify and address training needs for facility staff specific to Women Veterans and promotes national and local educational programs for women's health providers and other staff.

The salary is based on the grade and step approved for the selected candidate.
The Professional Standards Board (a peer-review group) will recommend the grade and salary for new appointments based on the candidate's education and experience. For internal selectees being promoted, the board will determine grade and HR will determine step in accordance with policy.
Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Nurse Practitioners must be licensed or otherwise recognized as a nurse practitioner in a State and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected.
Preferred Experience and Certifications -
Current certification as an Advanced Nurse Practitioner ( Adult/ Family/Gerontologic Nurse Practitioner) and prescriptive authority required.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level III - Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: Advanced Practice Registered Nurses should be physically and mentally capable to perform duties of the position. Position requires standing, walking and sitting for periods up to 8 hours per day.
