As a Public Utilities Specialist (Rates), you will be developing, implementing, or preparing power, transmission and ancillary service rates, rate adjustment proceedings, rate designs, project repayment studies, and related forecasts, allocations, strategies, and industry evaluations.
Duties
This Power Marketing Rates Specialist position is established for the purpose of leading the development, implementation, and preparation of power, transmission and ancillary service rate designs, project repayment studies, and related forecasts, allocations, strategies, and industry evaluations. The Rates Specialist exercises lead program responsibility, actively participates, and coordinates with customers, WAPA senior management and staff, as well as senior level staff of other Federal Agencies, various industry groups, and other non-WAPA entities in the performance of the major duties of the position.
Qualifications
Specialized Experience: Applicants must have one year of specialized experience, equivalent to the next lower grade level (GS-12) in the federal service.
GS-13:
Previous work experience in setting rates and/or charges.
Experience preparing specialized studies used to analyze, determine, predict, and communicate rate and/or repayment impact and rate designs.
Experience in developing and presenting effective repayment and financial models both in oral and written formats to individuals and groups by using spreadsheets, slide presentation programs, and word processing software.
Experience with economics, accounting, financial and budgetary concepts, and project management principles and practices. Experience must include serving as an expert on all technical aspects of rate development, rate design, and statistical reporting to conduct financial and economic analyses.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
