The Primary Purpose of the Position is: to serve independently in the capacity as a Management Analyst; as a coordinator, advisor, analyst, and planner for the delivery of health care services within A&PMS and the HCS.

Duties
Advisory and Planning (65%)
The incumbent provides counsel to the Chief, A&PMS, the HSS/AO of A&PMS, and interacts with program office staff under the umbrella of ADUSH, Patient Care Services (1 0P4) on proposed solutions that would enhance quality patient care and resource utilization in A&PMS. Conducts special analytical studies designed to resolve critical programmatic, organizational or functional problems throughout the Medical Center, and in the resolution of interdepartmental problems, complaints and grievances, by applying important communication, motivational, and leadership skills with respect to advising, instructing and consulting with problem elements.
The incumbent evaluates the overall planning activities of A&PMS, program office staff and for the Medical Center in relation to policies, plans and objectives established by VACO, Regional and VANTHCS, using management reporting systems to obtain information upon which evaluations and planning decisions can be based. Utilizing databases of information, s/he assists in the development of health-planning strategies and assesses priorities to best meet the needs of the patients served in concert with the mission of the VANTHCS and VISN 17.
Incumbent coordinates all compensation panels for A&PMS physicians. This includes preparation of compensation panel forms, calculating retention and recruitment bonuses based on input from Chief, A&PMS, reviewing of appropriate signatures, and communication with HRMS and the Chief of Staff's Office.
Incumbent will be delegated responsibility for coordination, preparation and submission of all required reports for the Department of Veterans Affairs, the State of Texas, the Certifying Boards regarding house staff and fellowship training, under graduate education, professional standards review, and administrative activities. Must be able to comprehend and complete within the designated time periods various quantitative and qualitative reports, budget statements, DSS and Labor Mapping surveys and any other similar reports required by the VACO, VISN, the Medical Center Director, and the HSS/AO for A&PMS or the Service Chief.
Analysis (35%)
Incumbent must analyze and evaluate the efficiency and effectiveness of the multiple program operations of A&PMS, assessing the effectiveness of services provided to the patients served. S/he will provide management with the findings and recommend ways to improve the effectiveness and efficiency of work operations in A&PMS. S/he identifies and advises the HSS/AO, Chief A&PMS, and Executive Staff on the impact of changes proposed as to how they will affect other services and the patients served, insuring that patient care is not adversely impacted. This requires an extensive knowledge of the complex functions of all services throughout the HCS and their relationship to A&PMS. The incumbent is able to maintain and improve systems of delivering health care by developing better programs and policies. In addition, the incumbent will participate in improving utilization of resources and designing needed changes and being a catalyst for the many clinical programs in A&PMS. Incumbent assists with collection of data for Surgical Care Improvement Project (SCIP) measures. The incumbent will utilize service specific software (LiveData) to analyze Operating Room efficiency.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Conducting special analytical studies designed to resolve critical programmatic, organizational or functional problems. Knowledge of statistical reports is central to carrying out the responsibilities of the position. Must be able to develop presentations with the sensitivity required by complex patient and staffing issues. Astute in establishing and maintaining effective communications with persons both within and outside the organization, from diverse backgrounds and levels of education and competence. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Education: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related . Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond: 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. (TRANSCRIPT REQUIRED).

Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves standing and walking during interactions with Executive Leadership, Service Chiefs, Supervisors, and other medical staff and as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking, and carrying of lightweight items such as reports, and manuals are required.
