This position serves as the Administrative Officer for the P&LMS service and reports directly to the
Chief, P&LMS. The AO supports the Chief of P&LMS, the Chief Medical Technologist and all Staff
Physicians. The position is an extremely complex blend of professional and administrative knowledge
and skills and is considered the subject matter expert for the management of administrative tasks and
duties within P&LMS.
Duties
Work Schedule: Monday - Friday 0830-1700
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Oversees all aspects of human resources functions to include position descriptions, recruitment, employee/labor relations, training and other related activities.
Manages on-line certifications labor mapping.
Provides communication with Administrative services within the Healthcare Center an non-VA facilities.
Monitors performance, suspense actions and ensures issues are resolved.
Gathers data, analyzes and prepares reports to improve administrative operations
Recommends actions to ensure economical and efficient use of equipment and other property.
Develops and keeps administrative position descriptions and performance plans current.
Oversees and audits timekeeping records and processes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required).

Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and graduate-level education (transcript required).

Physical Requirements: The work requires prolonged sitting. In addition, the work requires manual dexterity, visual
acuity, color vision, regular and recurring physical exertion such as reaching and lifting heavy
materials of supplies or materials, typing/data entry using a computer and the demand for
accuracy and timeliness.
