The purpose of the Supervisory Administrative Officer is to coordinate and implement the administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of Nursing Service. The position reports directly to the Chief Nurse of Nursing Operations Service.
Duties
Duties include, but are not limited to:
Serve as program administration, clerical needs, and coordination. Provide clerical and administrative support, such as training. Resolve any administrative issues and problems.
Review documents, reports, and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate.
Serve in multiple capacities, such as Record Control liaison, ADPAC, PIV Sponsor, Veteran service level advocate, Contracting Office Representative (COR).
Manage equipment lifecycle replacement plan, and associated budget and funding requests for the specific Nursing Service.
Advise the Chief Nurse and Nurse Managers regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities.
Maintain data related to the budget and expenditure estimates to provide the best possible program outcomes within the allotted budget.
Advise on fund shortages, overtime expenditures, and makes recommendations regarding funding or program adjustments to promote program effectiveness and efficiency.
Prepare management assessment reports from databases, written and/or oral reports. Prepares spreadsheets, charts, graphs and/or tables, including meeting agendas and minutes.
Prepare and/or assist in preparing contracts and sharing agreements for the service. Prepare policies and procedures. Writing and updating procedures.
Provide technical and administrative supervision. Monitor and audit workload.
Oversee the daily operation of the staff, plans work to be accomplished, ensures that agency policies are being followed.
Responsible for supervision of administrative support staff within the service including ensuring specific orientation, training, development of staff, and timely evaluation of individual staff performance through proficiency and appraisal reviews for all assigned subordinates.
Approve leave schedules, assuring adequate coverage for peak workloads, monitors overtime usage, traditional holiday coverage time, as well as cross-coverage planning.
Provide oversight of training requirements, compliance, and needs for the nursing service.
Exercises human resources responsibility by initiating request for recruitment, interviewing, and selecting employees, complying with Equal Employment Opportunities (EEO) objectives, planning, and assigning work, and maintaining accurate and current positions descriptions.
Work Schedule: 7:30am-4:00pm Monday-Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Ad-hoc may be available as determined by the agency policy.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide leadership and program coordination for all applicable administrative policies, functions, activities, operations and programs. Provide full assistance on administrative matters affecting the service and organizational policy. Influences, motivates and challenge others, adapts leadership style to a variety of situations. Express information (for example, ideas or facts) to individuals or groups effectively. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: You must possess a combination of successfully completed post-high school education and specialized experience to meet total qualification requirements at the GS-09 level. (TRANSCRIPT REQUIRED)
Preferred Experience:
3-5 years administrative experience
3+ years Timekeeping and Business planning experience
Experience with programs, procedures, and service organizational plans and goals
Experience in analyzing service needs for budgeting and funding
Provides leadership and program coordinator for the service

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work does not regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
