Perform administrative work in the following areas: personnel management/administration; budgeting and financial management; procurement and contracting; facility and property/equipment management; administrative management; Research and Development and Human Research Protection Program (HRPP) management; and committee management and administration.
Duties
Manage administrative requirements for the organization.
Direct personnel management program for Research and Development, performing or overseeing the full range of human resource requirements.
Serve as supervisor of the Research and Development administrative operating staff.
Provide personnel management and administration for a large organization with varied functions and activities with new and changing requirements.
Direct the personnel management program for the office, including recruitment, promotions, awards, position classification, training, disciplinary actions, etc.
Direct the research administration segment and has delegated authority to plan, develop, and direct the administrative objectives of the health care facility's Research and Development Program; and to act as the Service liaison to other health care managers and administrative chiefs.
Provide budgeting and financial management for Research and Development including budget formulation, justification and execution; financial management; and financial reporting.
Provide advice to Research and Development management and program personnel on budgetary and finance issues.
Maintain information and awareness of the overall status of financial resources for the office in order to react to changing situations with timely recommendations.
Provide overall administrative management for Research and Development Service.
Manage contracting and procurement for large, complex procurements.
Establish and oversees procedures for the receipt, review and follow-up on requisitions for purchases from Federal and special funds.
Supervisory Statement: A one year supervisory probation period may be required for this position.
Work Schedule: Monday-Friday, 8:00 am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing assistance with formulating and executing annual budget for a service; coordinating training and development; Managing administrative requirements for the organization; applying analytical and evaluative methods and techniques to analyze data; and using analytical techniques and evaluation criteria to measure improvements in program effectiveness.
Preferred Experience:
Experience as a training program coordinator of a residence or fellowship program.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
