Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Assess policy needs and developing policies to govern complex, multi-functional IT activities.
Conduct audits, assessments, and evaluations of complex, extensive IT programs and projects.
Serve as the IT operating contact point between the bureau and agency headquarters and then also for the headquarters of other federal agencies
Communicate findings to internal and external stakeholders through both systematic and ad hoc reporting to support decision making and meet statutory obligations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Experience in managing a federal agency's Capital Planning & Investment Control (CPIC) program and submission to OMB.; AND
- Experience in evaluating the efficiencies of technology investments.; AND
- Reporting experience to senior leaders, executives, or offices.
SPECIALIZED EXPERIENCE:For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Experience in managing a portfolio of IT Projects and IT Budgets.; AND
- Experience in reviewing and analyzing IT investments.
SPECIALIZED EXPERIENCE:For the GS- 12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Experience in Managing IT Projects and budgets.; OR
- Experience in IT data analysis.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
