Serves as HR Specialist, providing expert advice and guidance to managers, supervisors, human resources staff, and employees on the full range of human resources management programs. Serves as the policy expert on one or more program areas, such as compensation, hiring, classification, workforce flexibilities, performance management, accountability, and workforce and succession planning.

Qualifications

For the GS-13:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience in providing advisory and consultation services to include interpreting and analyzing laws, regulations and policies concerning agency and/or Departmental HR issues; OR
Experience developing, analyzing, and advising on Human Resources (HR) policy, guidelines and programs, to include rendering authoritative policy interpretations on issues that affect agency level programs; OR
Evaluating HR functions and measuring their contribution to HR program mission and operations or similar work; OR
Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to further agency program performance.
For the GS-14:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
Experience in providing advisory and consultation services to include interpreting and analyzing laws, regulations and policies concerning agency and/or Departmental HR issues; AND
Experience developing, analyzing, and advising on Human Resources (HR) policy, guidelines and programs, to include rendering authoritative policy interpretations on issues that affect agency level programs OR evaluating HR functions and measuring their contribution to HR program mission and operations or similar work; AND
Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to further agency program performance.
You cannot qualify based on education, you must meet the specialized experience.
