About the Position: As the Administrator of the Program and Project Management Information System (PROMIS aka P2) for Planning, Programs, and Project Management, serves as expert advisor providing technical assistance to Program Managers, Project Managers, Program Analysts, Resource Managers, Project Delivery Team members, District Managers and Executives in use of P2 for the Operations and Maintenance (O&M) Civil Works program.
Duties
Serve as the Team Leader of the Project Controls Team and is responsible for effectively implementing the Project Management Information System (PROMIS) for the District in accordance with the Project Delivery Business Process (PDBP).
Develop, coordinate, and implement the District's strategic approach to utilizing PROMIS.
Develop and provide local policies and business processes that ensure that all projects use the correct methodologies to define projects, subprojects, and activities appropriately.
Serve as the District Representative and Coordinator for all PROMIS matters, internal and external to the District.
Provide expert advice on the establishment, maintenance, monitoring, and reporting on the project schedule and resource estimates.
Evaluate flow of information, identifies areas where confusion, and/or misinformation exist, develops necessary guidance, and oversees formal or informal training.
Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines, and quality have been met.

Specialized Experience: One year of specialized experience at the GS 11 level which includes: implementing Project Management Information System (PROMIS) for the District in accordance with the Project Delivery Business Process (PDBP) and data quality standards, with responsibility for the Primavera and Enterprise Data Warehouse (EDW) applications; applying a thorough understanding of operations and functions including project management, technical management, workload/manpower management, finance and accounting, and other functions; developing and training district staff on PROMIS software systems; preparing local policies, work instructions, templates, Standard Operating Procedures (SOPs), and training materials.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
