This position is assigned to the Credentialing and Privileging Office, which is under the Chief of Staff service at the Chicago, IL VA Medical Center. This position serves as an advisor to leadership on key processes related to the Credentialing nd Privileging program.
Duties
Duties Include:
-Works with VAMC leadership, healthcare providers, the C&P administrative specialists, and other administrative teams in managing the FPPE and the OPPE for the C&P Program.
-Acts as the lead consultant for the VAMC Report Card data related to the C&P Program.
-Gathers, analyzes, documents and tracks program data from beginning to end ensuring program compliance.
-Evaluates Our Providers database information and assesses provider State Licensing reporting information.
-Identifies issues and recommends corrective actions to supervisor, VAMC leaders, or administrative support personnel and estimates compliance timelines for resolution.
-Evaluates Joint Commission standards, Federal and State Regulations, and new VA directives, memos, policies, notices and procedures and determines their impact on the FPPE and OPPE and other key components of the C&P program.
-Provides training on FPPE, OPPE, TJC standards, and VHA Handbooks and policies.
-Collaborates with the VAMC's Telehealth Coordinator to ensure practitioners are part of current Memorandum of Understanding (MOU) and are meeting C&P requirements.
-Ensures initiation, completion and compliance of FPPE and OPPE clinical evaluations to include providing guidance and assistance in accordance with requirements and standards.
-Implements tracking and monitoring systems for actions indicated by the Credentials Committee, such as licensed provider's exit review forms, Service Chief and supervisory requirements, state licensing board reporting requirements, and state licensing board reporting correspondence.
-Manages special projects for new program initiatives and requirements and for process improvements and changes.
-Provides technical guidance and supports program leadership by conducting and analyzing healthcare provider industry studies.
-Performs other related duties within the C&P program as assigned.

Qualifications
To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Basic - Individual Occupational Requirement:
Education GS-5 and GS-6 grade levels: Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement.
In addition to the basic requirement as stated above the following is the experience, education, or combination requirement to qualify for this position at the GS-9 grade levels.
Specialized Experience GS-9: One (1) full year of specialized experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Health System Specialist (C&P) and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-7). Examples of specialized experience include (but are not limited to): experience applying knowledge of pertinent laws, regulations, policies and precedents, accreditation standards and guidelines related to a C&P program, VHA Handbooks, Directives, Memos and Notices, VetPro Policies and local VAMC policies; experience in applying knowledge of basic principles, provisions and practices of credentialing, privileging, medical staff process/personal, accreditation and regulatory issues/updates; skill in applying analytical and evaluative methods and techniques to issues or studies concerning the effectiveness of a C&P operation; knowledge of medical terminology, medical specialties and core privileges and procedures to assure competence and appropriateness of credentials and privileging requests; skill in using software applications such as word processing and data bases and internet database applications for data entry, file maintenance and data retrieval and analysis; ability to communicate in writing to prepare emails, letters, reports and committee minutes; and ability to communicate orally technical information to a diverse group of individuals with varying levels of understanding.

Substitution of Education for Specialized Experience - GS-9: A master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D.., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and been obtained at an accredited college or university. TRANSCRIPTS REQUIRED.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
Working Environment: The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
