Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Program Analyst, you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience by:
Assisting management with the completion of all administrative processes (i.e., Finance, Human Capital, Facilities, Executive Secretary, etc.) by partnering with individuals outside of the Office of Continuity while providing immediate and continual status updates on urgent and emerging issues that require the attention of the Director as required.
Assisting in conducting in-depth studies, reviews, evaluations, and assessments of issues and proposals assigned; to
determine the functionality of unique organizational structures and to provide necessary and appropriate coordination
among key participants for the long-range planning and development of organizational strategies to meet objectives and mission (i.e., information management systems, human capital, administrative support, financial and budgeting).
Recommending and providing guidance for establishing essential functions and ensuring headquarters operations and
emergency resources continue with minimal disruption during emergencies.
Developing and preparing briefings and status reports to management for findings and recommendations.
Preparing a variety of comprehensive status reports, management summaries, and briefing papers which identify problems, assess the overall condition of work completed or in progress and outlines issues, solutions, and recommendations.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing at least 3 of the following:
1. Supporting Continuity management in comprehensive administrative services including a variety of functions such as:
budgetary and financial management services; purchasing, procurement, and human capital administration; general
administrative services; facilities, property, safety, or space management.
2. Coordinate human resources actions and advise staff on human resources regulations, procedures and policies relative to Federal employees and contract personnel.
3. Analyzes and evaluates data to define goals to be met on major program issues, recommend a course of action, and
implement the alternative policies chosen for various administrative areas of the organization, such as budget and fiscal
management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation,
construction and renovation, or space utilization.
4. Developing operating procedures, briefings, creating emergency management related documents and templates.
5. Communicating effectively in a variety of situations which requires sophisticated reasoning, identification of subtle or
controversial issues.
