Duties
As a LEAD MANAGEMENT ANALYST you will be responsible for the following duties:
- Ensure customer billing and contractor payment transactions recorded within DCSA's investigative case processing system (and transferred to DCSA's financial system) are timely, valid, and accurate (in accordance with applicable Federal Investigative Notices (FINs) and vendor contracts).
- Lead a team in the regular and reoccurring review of all transactions processing through DCSA's investigative case processing system in accordance with Audit Plan and developed Standard Operating Procedure (SOP) documents.
- Validate contractor payment requests to ensure they are accurate and proper for payment
- Identify and correct any missing, inaccurate, or erroneously processed billing and contractor payment transactions.
- Maintain billing rate and product tables and identify and submit programming change requests to fix systemic billing issues.
- Assist branch chief with managing workloads, reviewing work performed, and schedule work to team members.
- Ensure customers maintain access to supporting invoice files and respond to e-mail customer billing and phone inquiries.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Experience importing, organizing, and evaluating large data sets (regular reviews of data up to 1 million records).
Developing new and innovative ways of reviewing and analyzing data to ensure accurate billing and payment transactions are being recorded and processed.
Coordinating with financial and case management system developers to ensure financial needs are established, recognized, understood, and addressed.
Experience working with Federal and Contactor staff on complex projects with various financial and technical backgrounds to achieve a similar mission
