This position is located in Fleet and Family Readiness, Naval Support Activity Naval Air Station Fallon, NV under the direct supervision of the Fleet and Family Readiness Director.

Duties

Oversees the administration and management of the FFR Facilities and Maintenance division to include facility and maintenance repair and projects, renovations, minor construction, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administration and control, and repair and maintenance of equipment in support of activities. Responsible but not limited to repairing, renovating, maintaining, painting, replacing, fixing, cleaning, inspecting of surfaces, structures, equipment, etc. Provides materials and equipment to perform general building and grounds maintenance. As a working supervisor operates a tractor with front load bucket and scrapper to grade fields and/or forklift to load and unload materials and equipment ; uses weed-eater to trim along fences and buildings ; repairs field and tennis courts, fences and windscreens; hoses and washes tennis courts; repairs, replaces, fixes, adds or removes picnic tables, barbecue grills and outdoor drinking fountains, playing field fences and backstops and fences, changes field configurations, as needed; changes and/or replaces soccer nets, football down markers, out of bounds areas; marks fields with line marker; prunes trees; cleans and maintains picnic areas, RV campground, RV Storage, fitness areas and tennis courts. Responsible for areas in and around the athletics field and park/picnic areas; monitors field lighting to ensure system is working properly; monitors sand volleyball court to ensure there is adequate sand, ball field for adequate clay; replaces basketball, soccer and tennis nets, home plates and bases; removes infield permanent or transition zones between infields and outfields and soccer goals; levels, drags and grades fields removing high and low spots and rocks on infields; drags , lines and waters infields; empties barbecue pits of used charcoal; ensures courts and fields are free of debris and water and made playable, paints equipment as needed; trims trees and assists in maintaining potted plants. As required, prepares drawings and sketches of proposed changes to the grounds or new construction. Estimates material and labor cost. Makes recommendations to supervisor for improvements. Responsible for establishing a preventive maintenance program for all maintenance equipment. Performs or coordinates minor repairs to machinery, vehicles, blowers, chainsaws and other equipment as needed. Contacts NAVFAC to report repairs needed to field lights and/or problems with grounds. Develops and establishes budget criteria for grounds and minor building (self-help) maintenance. Analyzes financial data, reviews the budget and submits reports and recommendations. Ensures financial integrity is maintained for the operation and required reports and records are properly maintained. Responsible for submitting appropriate paper work and/or purchase orders for supplies, parts, materials and equipment for authorized projects. Ensures accurate receipt of items. Responsible for the inventory of supplies and equipment; determines discrepancies of short or damaged items. Responsible for all property assigned. Performs other duties as required.

Requirements

Qualifications

General knowledge of an extensive body of laws, regulations, standards, and codes applicable to facilities, workplaces, machinery, and equipment inspected, enabling the employee to determine whether activities are in compliance therewith, and if not, needed corrective actions. Knowledge and proven skill in construction, design and renovation of athletic fields. Knowledge of care and maintenance of artificial turf athletic fields. Knowledge and experience in grounds landscaping including design and layout of sprinkler systems. Knowledge of the complexities and interrelationships of soils, fertilizers, irrigation; drainage and insect control. Knowledge of Non-Appropriated Fund inventory and procurement procedures. Knowledge of rules and regulations of a variety of athletic sports. Knowledge and experience in laying out correct dimensions, for a variety of outdoor sports fields including soccer, football and softball. Knowledge and experience in operating a tractor with front load bucket and scrapper, and forklift all of which require a current license. Ability to plan, assign, train and supervise. Ability to make independent judgments and sound decisions. Ability to maintain records and reports. Knowledge of NAF & APF budget preparation and accounting systems and processes. Ability to communicate effectively, both orally and in writing. Ability to follow verbal and written instructions.

Education

Four-year degree from an accredited college or university with a major course of study in park/athletic field management, horticulture or closely related field; and/or a minimum of four years of experience which demonstrates an exceptional knowledge of ground and athletic field maintenance.
