This Program Analyst position is located in the Office of Human Capital Services (HCS), Veterans Benefits Administration (VBA), in Washington D.C. The incumbent of this position serves as a Program Analyst for the Work-Life Wellness and Employee Experience (WWEE) Division. The mission of the WWEE Division is to promote the importance of fostering, cultivating, and empowering the VBA workforce at all employee levels.
Duties
Specific duties include:
Provides expert advice and guidance to the team on the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Responsible for monitoring and reporting on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Oversees the planning and approval of VBA meetings, training and conferences for VA employees to include budget, scope and outcome.
Evaluates the effectiveness of meetings, training and conferences through a comprehensive evaluation system which includes: Appraising program objectives; Determining the status of operations, including regulatory compliance; Identifying program strengths, weaknesses, problems and accomplishments; Providing guidance and assistance for program improvements through formal evaluation reports.
Participates in the drafting and revision of evaluation standards, program guides, work
measurement devices and performance standards. Reviews the impact of changes and new issuance of policies, regulations and procedures and makes recommendations to management.
Prepares reports and summary analyses of the status of conference programs for the use of VBA/HCS Senior Leadership, and various Responsible Conference Executives (RCEs)/Conference Certifying Officials (CCOs).
Performs necessary research and contacts key officials to clarify, request or collect needed information and data. Determines impact of proposals and makes appropriate recommendations.
Performs other budget/financial management related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13, GS-14.

Current Federal employees: If applying as a status candidate with current of former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in project and program management using critical thinking, problem-solving, vendor management, interpersonal and communication skills.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
