The position serves as a Health System Specialist to the Medical Center Assistant Director of Operations at Oklahoma City VA Health Care System (OKCVAHCS). The position works with the Assistant Director of Operations, other Executive Leadership/Pentad, and Service Line Executives to review, plan, and coordinate the delivery of health care programs throughout the facility.
Duties
Major Duties of this position include, but may not be limited to the following:
Participates in developing plans to meet or exceed the facility's Strategic Plan
Responsible for priority contracts for health care or other resources and performance measures
Responsible for the development of comprehensive business plans to improve the operation and cost effectiveness of medical center programs which involve and impacts a number of clinical and administrative services
Coordinates and monitors the implementation of initiatives to expand or enhance health care programs.
Prepares reports recommending program effectiveness improvements to meet VA and The Joint Commission (TJC) accreditation standards
.Manages the overall administrative operations for the various services and programs under the auspices of the Assistant Director of Operations
Facilitates two-way communication through regularly scheduled meetings intended to ensure consistent and competent business practices and reporting.
Processing human resource actions, monitoring health performance measures, monitoring administrative performance measures and manage change within each/all system/s of care
Monitors and analyzes monthly fiscal reports on contract expenditures for all clinical contracts, resource sharing agreements and sales of services to non-DoD entities as well as availability of services for DOD utilization.
Responsible to review, analyze, evaluate, and make recommendations on medical center wide budget issues and the cost effectiveness of medical center operations,
Provides back-up support as directed for Executive Assistant staff in the Director of Operations' Office due to vacancies to minimize disruption to executive office operations.
Performs other related duties as assigned.

Time in Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Requirement for GS-12: One (1) full year of specialized experience equivalent to the GS-11 level in the Federal service that equipped me with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an position.
Specialized experience includes but is not limited to: Knowledge of VA programs Veterans Healthcare System and the environment in which it operates; ability to focus on significant points requiring management's attention and to analyze various data in order to provide management information in a useful and meaningful form with completed staff action and recommendation when indicated; knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge to solve unique management problems; knowledge of VA Standard Operating Procedure Manuals and local directives is essential; knowledge of national health reform issues and developments, sharing agreements, DoD operations and policies, and VISN operations and their impact on this medical center; knowledge of wide range of administrative laws, policies, regulations, and precedents that apply to the administration of public programs, this includes knowledge of overall VA goals and objectives, the sequence and timing of key program events or milestones and methods of evaluating the program accomplishments; skilled to plan, organize, and conduct meetings regarding multiple management issues with various levels of employees within and outside the VA system; ability to establish and maintain effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues; ability to interact with others and to deal with difficult situations in a manner that reflects positively upon the VA; skilled in tactfully persuading others to accept new approaches and ideas is an essential trait; must be able to interact both up and down the chain of authority; knowledge and understanding of OKVAHCS operations is required, and must understand how the services function and interact within the VAMC; must understand the relationship and interaction with the medical center and between the VISN and local DoD facilities; skilled in written and oral communication sufficient to prepare and present findings and recommendations, implementing specific actions regarding controversial issues, or new ideas and concepts; must be able to present ideas, reports, and concepts in a clear, concise manner to inform individuals and groups; comprehensive knowledge of investigative techniques and organizational skills to correlate and analyze regulations, narratives, and statistical materials, to address complex management issues; knowledge of the techniques assisted with the concepts, methodology, principles, and practices of management...techniques include standard setting, work measurement, work simplification, methods study, flow processing, facility layout, human relations, and other forms of statistical analysis. These techniques are used to address complex problems impacting multiple services and management practices of the medical center; knowledge of TJC and other accreditation organizations; knowledge of Lean Management and Advanced Clinic Access principles and objectives; knowledge of Federal Acquisition Guidelines and achievement of Contracting Officer Level 2 certification; and skilled in completing investigations for fact findings and Administrative Investigation Boards
Preferred Experience:
Congressional and VA Central Office Inquiries and conducts investigation of complaints from patients, family members, veterans and others within the community.
Makes recommendations to address work-station related changes affecting the organization
Hear and resolve complaints and provides informal mentorship for employees at assigned locations
Gathers information to provide site-specific recommendations for the ELT of resources at assigned Outpatient Clinic locations to include: space, personnel, construction, equipment, and supplies
