The position of the Administrative Officer is located within the Acute Care/Specialty ICC at the Syracuse VA Medical Center. The duties include planning, organizing, and directing the ongoing development of this patient centered care organization, as well as analyzing, evaluating, advising, and coordinating administrative and budgetary activities.
Duties
The Administrative Officer duties are as follows:
Ensures the ICC maintains a safe work environment, and that employees comply with all VAMC safety and universal precautions and writes safety reports.
Analyze and measure the resource needs of the service and make recommendations.
Extract data and information from local and national databases for reviewing, monitoring, compiling and assessing local performance.
Ensure and monitor budgetary activities.
Provides advice and counsel to workers related to work and administrative matters.
Supervise all administrative support positions under Acute/Specialty Care ICC.
Provide administrative and technical supervision necessary for accomplishing the work of the units to which these employees are assigned.
Develop and coordinate short- and long-range planning activities for the service by working with professional staff for new and/or expanding clinical programs.
Coordinate, create, and advise in the development of new educational and operational programs and policies.
Utilize qualitative and quantitative evaluative mechanisms to measure productivity and efficiency of operations.
Sets expectations, develops plans around what data will be collected, plans for use of administrative personnel for clinical program development and/or expansion, manages and monitors processes to measure, assess and improve the quality of patient care and services.
Establish work assignments and priorities for assigned staff.
Prepare a variety of daily, weekly, and monthly reports as well as annual reports and presents them, as needed, to leadership.
Interfaces with VA contracting officers, remotely stationed VA employees, and other internal and external organizational resources to ensure national and local performance measures are met.
Responsible for tracking and monitoring completion of all Action Items for the Acute Care/Specialty ICC Administration office.
Investigate formal and informal complaints made and determine corrective action and compiles recommendations.
Addresses all patient complaints related to Acute/Specialty Care.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7 and for a GS 11 you must have served 52 weeks as a GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For the GS-9 Grade Level
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: participating in the formulation of annual operating budgets; providing all administrative functions in support of a health care program, including finance, management and program analysis, office support services, and logistics; communicating to a wide variety of individuals internal and external to the agency; and providing advice, counsel, training or instructions to employees on work and administrative matters.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have grade level you must have successfully completed a master's or equivalent graduate degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher-level graduate education leading to such a degree. (Transcripts Required) .
For the GS-11 Grade Level
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Thorough knowledge of principles of cost benefit analyses in order to analyze the effect of new clinical programs or organization changes of the Medical Center's cost and the quality of patient care. Skill in the application of fact-finding and investigative techniques, in oral and written communication, and in the development of presentation and reports. Comprehensive knowledge of the concepts, principles, and practices of health care delivery systems, including an understanding of the concepts of medical care organization, organizational behavior, financial management and statistical application. Knowledge of concepts of staffing methodologies and productivity analyses for medical care personnel in order to predict and justify resource requirements based on workload.
