This position is located in the Office of the Chief Financial Officer (OCFO), Office of the ACFO for Financial Policy and Planning. The OCFO is responsible for providing Departmental leadership, development and programs in finance, accounting, federal assistance, productivity and management managing the National Finance Center, providing budget, accounting, and fiscal services for the Department staff offices and the Office of the Secretary.

Duties
Provides technical analysis of OCFO operational and programmatic processes, procedures, missions, and functions.
Performs necessary research and analysis to determine the nature of problems and advise staff of proper steps to remedy them.

Develops and issues regulations, directives, guidelines, and other instructions for financial statement preparation, presentation, and execution of agency activities.
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
Manages fiscal resources for the office, ensuring that areas operate within budget including any constraints.
Counsels management in establishing and maintaining sound organizational structures, improving management methods and procedures, assuring the effective and efficient use of manpower.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
GS 13 Specialized Experience: One (1) year of specialized experience, equivalent to the GS 12 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Management Analyst. Examples of such experience includes: 1) Reviews administrative financial, audit, and investigative reports to determine appropriate changes or corrective action required; (2) Resolves complex day-to-day operating problems involving policies, procedures, and fiscal and accounting matters; (3) Plans, schedules, and carries out major projects concerned with the organizational effectiveness; (4) Evaluates and implements policies supporting organizational effectiveness, efficiency, and productivity; and 5) Advising officials regarding technical and operational procedures based on interpretation of laws, regulations, executive orders, and decisions regarding policies and procedures.
MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. Time in grade GS-13: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level.
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
