The National Program Manager (Pharmacist Informatics & Product Quality Assurance), with an emphasis on informatics and product quality assurance for Pharmacy Benefits Management (PBM) Services VA Pharmacy Central Office, is responsible for the management of national programs having a high degree of visibility and significant impact on formulary management and assistance to national pharmacy decision makers.

Duties and responsibilities include, but are not limited to:
Program Management:
Develops responses to standard requests to PBM as well as responses to assure the safe and appropriate use of medications in the VA.
Collaborates with other governmental agencies and other patient safety groups with respect to medication or product recalls and other medication safety warnings.
Conducts or oversees standard prescription utilization queries and detailed prescription utilization and diagnosis queries for formulary management.
Coordinates the collection of data to assess medication utilization, prescribing t trends associated with different disease states and provides recommendations for necessary action.
Liaison:
Serves as the PBM liaison with the Food and Drug Administration (FDA) relating to drug recalls and label changes.
Serves as the liaison between PBM Center for Medication Safety and Outcomes Section to the PBM Clinical Staff for detailed databases analysis and medication utilization assessments for designated disease states and conditions.
Functions as primary liaison between the PBM National Clinical Program managers, PBM management, and other PBMN A MedSAFE staff in coordinating data request necessary for national formulary committee presentations.
Administrative:
Prepares data pulls, briefings and analyses on a timely basis concerning drug utilization, drug purchasing, and recalls for use by local, regional, and national VA managers.
Audits FDA, drug manufacturer, wholesaler, and National Center for Patient Safety drug recall activities on a daily basis, evaluates for potential patient risk, and necessary information to PBM leadership to determine whether or not a PBM patient level recall may need to be pursued.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-14 Pharmacist National Program Manager
Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: pharmacy subject matter expert on drug class(es) with a special emphasis on prescription utilization data as it pertains to VA care and formulary management and demonstrate the following Knowledge, Skills, and Abilities (KSAs):
1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs.
5. Skill in utilizing available resources to support the mission and goals of the organization.
6. Ability to plan, organize and direct the functions of the pharmacy staff.
Preferred Experience: Experience specific to PBM-Formulary activities.
