The National Pharmacy Program Manager Pharmaceutical Procurement Data and Quality Liaison serves as the expert in relations with CMOP, VA local, VISN, and national managers on issues pertaining to pharmaceutical contracting and drug quality at the PBM Formulary Management Office. This position coordinates contracting and drug quality activities with the National Acquisition Center (NAC), VA Pharmacy Benefits Management Services (PBM), and the Food and Drug Administration (FDA).

Duties and responsibilities include, but are not limited to:
Program Management:
Consults with the NAC and other Federal Agencies during contract negotiations related to product quality, safety, and effectiveness.
Responsible for documenting ability or failure in meeting quality and pharmaceutical elegance standards of products applying for listing on the Federal Supply Schedule (FSS).
Documents all field reports of product failure in meeting therapeutic criteria or pharmaceutical elegance standards and notifies the appropriate parties within 24 hours.
Responsible for the analysis of data relative to drug consumption, utilization, and costs in VA installations when requested by PBM management.
Serves as the primary PBM/NAC liaison to the FDA for issues related to drug safety and quality.
Functions as back up to the National Program Manager-Public Law and assists daily maintenance of the program as needed.
Constructs procurement requests for national contract targets as directed b PBM management.
Administrative:
Prepares analyses and associated briefings concerning pharmaceutical procurement and availability on a monthly, quarterly, and yearly basis for use by local, regional, and national VA Managers as directed by PBM management.
Queries the FDA database on quality inspections and initiates communication with FDA liaison per Memorandum of Understanding (MOU) when more information is needed to make contracting decisions.
Prepares analyses and projections regarding drug use and procurement for facilities affected by legislation, shifts in workload, local prescribing habits, or changes in patient demographics as directed by PBM management.
Responsible for entry of all drug modifications submitted by the National Acquisition Center (NAC) into the NAC Contract Management database.
Serves are primary liaison between PBM and the Federal Supply Schedule when issues or concerns about pricing changes arise from the field or PBM management.
Optimizing of Resources:
Maintains and applies knowledge of current activities in health care management, the pharmacy industry, and the VA health care system with regard to drug accountability.
Discusses interpretation of data with local, regional, and national VA managers to assure proper understanding and use of analyses and reports.
Collaborates with internal and external stakeholders (e.g. CDC, GAO, 0MB, FDA, Congress and other federal and non-federal agencies to optimize the availability and efficient use of resources and services for Veterans.
Monitors FDA activities, evaluates expected outcomes from these activities, and provides information to local, regional, and national managers.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-14 Pharmacist National Program Manager
Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: responsible for data analysis to support both clinical and managerial operations throughout the VA health care system related to pharmaceutical costs, safety, value and improved outcomes for Veterans; supports projects implemented and maintained by PBM which include, but are not limited to, pharmaceutical pricing legislation, patient level drug recalls, the National Drug File, Drug Distribution program, and the Outcomes Research program. In addition, demonstrates the following Knowledge, Skills, and Abilities (KSAs):
1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs.
5. Skill in utilizing available resources to support the mission and goals of the organization.
6. Ability to plan, organize and direct the functions of the pharmacy staff.
Preferred Experience: Experience specific to PBM-Formulary activities.
