This position is part of the Office of the Chief Financial Officer, Department of Energy. As a Budget Analyst, you will formulate, develop, and implement broad energy policies that have a major impact on national security, science, environmental and energy efficiency issues, among others issues for Department of Energy (DOE).

As a Budget Analyst, you will:

- GS-14 grade level requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Energy
- This position requires a Q security clearance. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
- I understand that this position is approved to work remotely full-time, but that if selected I must reside within a Washington DC commuting distance of the DOE Worksite(s) specified in the vacancy announcement.
- While I will not be required to report to the DOE Worksite every pay period, I understand that I may be required to do so with some regularity (e.g., a few times a quarter) for work that cannot be performed remotely
- Further, I understand that, if selected, I will be required to sign a remote work agreement after entry into the position.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience is defined as meeting ALL of the following:
Reviewing budget requests for conformance and recommending appropriate allocations.; AND
Preparing program budget briefings; AND
Assisting in developing innovative ways to improve utilization of funds.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience is defined as meeting ALL of the following:
Presenting program budget briefings to senior officials, in order to disseminate up-to-date program data.; AND
Developing innovative recommendations to senior management on ways to maximize and improve utilization of funds that directly impact strategic program objectives or missions.; AND
Providing authoritative leadership to direct major budget operations such as planning, formulation, execution, control, and review of appropriated accounts within an organization.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
