About the Position: This position is located within the McDonald Army Health Center, Fort Eustis.

Duties

Performs a variety of human resources management (HRM) services including technical duties involved in developing, overseeing, and implementing policies and procedures for designated personnel management program functions. Advises management on a variety of moderately complex, non-controversial matters pertaining to such personnel functions as recruitment (e.g., potential recruitment sources, candidate selection procedures on different types of referrals. Ensures that requests for personnel actions effecting recruitment of new employees, promotions, reassignments, awards, training and discipline, etc. as submitted to the CPAC are correct and submitted in a timely manner. Interprets Military Treatment Facility (MTF) application of OPM, DOD, DA and higher headquarters guidance/policy dealing with any of civilian personnel functions. Submits proposed information items for approval and subsequent distribution to supplement regulatory guides issued by higher levels of authority. Obtains and compiles statistics related to various human resource functions, such as retirement and recruiting trends. Prepares various recurring reports. Monitors the MEDDAC civilian personnel portion of the operating budget for the command through monthly strength reports and TDA statistics. Performs continuing oversight and management activities for the administration of the MTF’s Incentive Awards program. Utilizes office automation equipment and systems (hardware and software) to access information contained in various human resource, budget, manpower and other systems to accomplish the assigned work. Serves as the organization point of contact for the Defense Civilian Payroll System (DCPS) and Automated Time and Attendance System (ATAAPS).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Business Administration, Management, or Organizational Development. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The selecting official has requested a competitive and noncompetitive candidate list for this vacancy.
