You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Department of the Navy's Office of Legislative Affairs (OLA) at the Pentagon.
Duties
You will ensure system processes are operating according to established schedules and procedures, monitor and communicate process-related issues, and recommend system enhancements to financial management systems.
You will ensure disbursements are properly prepared, submitted and reviewed, ensure funds are accounted for in accordance with financial auditability standards, and ensure compliance with Financial Improvement Audit Readiness guidance.
You will prepare and submit programming and budget formulation exhibits, submit unfunded requests and justification statements, prepare executing-funding documents, and prepare financial reports for presentation and justification.
You will gather information, identify and analyze issues, and develop recommendations to
resolve substantive problems of effective and efficient work operations within the legislative affairs office.
You will use oral and written communications to develop presentations/briefings and prepare both narrative and statistical reports.
You will review administrative audit reports to identify, monitor and communicate process related issues.
You will utilize a variety of analytical techniques and systems and other application tools to create payroll reports, improve pay cycle tracking processes, analyze payroll variances, and update lines of accounting for existing personnel.

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
In order to qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience researching and analyzing financial regulations and utilizing systems (i.e. Financial Management Regulations (FMR), Federal Travel Regulations (FTR), Wide Area Work Flow (WAWF)) to ensure compliance and makes recommendations for change;
Experience in monitoring various types of budget accounts, budget procedures, and related issues, such as appropriated and non-appropriated funds, and financial audits;
Experience reviewing budgetary policies, procedures, regulations, laws, and guidelines;
Experience effectively developing both oral and written presentations, briefings and reports.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a Ph.D. or equivalent doctoral degree that is directly related to the position being filled.
or
Successful completion three "3" full years of progressively higher level graduate education leading to such a degree
or
Successful completion LL.M., if related
